Facilitating, promoting, coordinating and monitoring the implementation of the CBD in Belgium


The RBINS play an effective facilitating role to promote the implementation of the Convention in the country, either as CBD National Focal Point or as Thematic Focal Point.

Ensure that Belgium is represented at official CBD meetings:

  • Identify and coordinate applications of Belgian experts to CBD meetings which involve a selection process based on expertise
  • Identify and coordinate information on Belgian representation to open-ended CBD meetings (without an expert-based selection process)
  • Participate as National Focal Point or Thematic Focal Point in CBD meetings

Respond to requests for input by Parties:

  • Provide and coordinate Belgian answers to CBD notifications
  • Participate in the negotiation process when a common answer is sent to the CBD Secretariat on behalf of the European Community

Coordinate the development and implementation of national biodiversity strategies and action plans:

  • Coordinate the development of the Belgian Biodiversity Strategy
  • Follow and monitor the implementation of the Belgian Biodiversity Strategy

Monitor the implementation of the CBD in Belgium:

  • Coordinate and participate in the redaction of the official Belgian national and thematic reports to the CBD

Collaborate with Belgian focal points for other international conventions:

  • Exchange information on common issues and obligations
  • Participate in the establishment and review of global reports on biodiversity (such as the Millennium Ecosystem Assessment)
  • Participate in the UNEP pilot project for a more coherent implementation of biodiversity-related conventions
  • Participate in the harmonisation process of national reports on biodiversity

Link up and engage with relevant institutions, organisations and stakeholders Belgium, such as:

  • administrations and ministerial offices at all levels of power (federal, regional, community, local)
  • advisory councils on nature, biodiversity, environment and sustainable development
  • non-governmental organisations active in the fields of nature, biodiversity and environment
  • universities
  • entreprises
  • biodiversity-related research projects

Other actions:

  • Ensure the presidency and secretariat of the national coordinating committee for the CBD (called the Steering Committee 'Biodiversity Convention')
  • Coordinate Belgian positions on international biodiversity policy in preparation of official CBD meetings
  • Elaborate or coordinate the Belgian statements to be made during the official CBD meetings
  • Analyse official decisions taken by the CBD in order to facilitate their national execution
  • Provide assistance to federal administrations, researchers, consultancy bodies and NGOs on biodiversity issues
  • Respond to requests for input on biodiversity issues by various international processes (OCDE, UN General Assembly, etc.)
